Why is rent not paid at appropriate rate?

If the information I have heard is correct, there is an approved formula already in place to calculate the level of rent WDC should be collecting.

My question is not “should they pay more” but why have they not, and are they not, paying rent at commercially appropriate rates?

Also, why should they be given this blatant commercial advantage? These are a questions for WDC. I am sure the citizens of Warwick - and indeed Warwickshire - would be interested in an answer. - Alison Edwards, Bread and Meat Close, Warwick.
