They have had Severn Trent engineers have a look at it and not found any leaks and a WDC flood risks officer has also been to see it. Mr Wright has dug a hole so he can keep emptying water, but it keeps coming and it is ruining his garden.

Peter Wright first noticed that his garden in Harrow Road was becoming wet from underneath in February - and the problem is now so bad that he is able to fill up buckets out of a hole he has dug every half an hour.

Concerned by the damage caused to his garden, Mr Wright, a member of Leamington Horticultural Society, has called out both engineers from Severn Trent and a flood risk officer from Warwick District Council - but no one has left him nor his neighbours any the wiser.

Mr Wright said: “My neighbour thinks it started last autumn and it has affected other houses here as well.

“I have heard that there used to be a spring up the road. It looks as though it is coming from that direction.

“The water is coming all day every day. I have dug a hole the size of a two-gallon bucket and it fills up every half an hour. The bottom of the garden is all under water. We are losing plants.

“It’s ruining our garden and damaging our neighbours’ property.”

Paul Taylor, of the council’s flood risks team, told Mr Wright that the council is not responsible for faults with the drainage or water supply to the houses in Harrow Road.

He said: “The council can aid you with advice on who to contact and we can arrange for minor investigation works to be carried out jointly with other residents if they allow access.”

Mr Taylor suggested that the problem may come from a blocked sewer overflowing and that Mr Wright should contact Severn Trent about the problem - even though the firm has already sent an engineer to have a look at the problem on two occasions during the past few weeks.

Mr Wright said: “We are not getting any answers.”
